| A Transfer of Development Rights (TDR) task force has completed its work to recommend creating a TDR program in Franklin. This task force was established by the mayor at the request of the Land Conservation and Stewardship task force. TDR identifies areas of undeveloped land (sending zones) in our UGB where conservation of open space is possible and areas where higher density development (receiving zones) is more appropriate due to infrastructure and service delivery. TDR is a voluntary program identified with an overlay intended to provide an alternative to development in areas where conservation is desired. It is nothing more than that – another tool that some may choose to take advantage of. Every property owner would still be able to seek rezoning as they can now through the PUD and political process as established in the Zoning Ordinance. There is no language in the task force recommendations or the proposed ordinance that makes sending or receiving transfer credits mandatory. The task force report was presented to the Board of Mayor and Aldermen in May. It has not been adopted as policy.
